Only one federal authority that examines chemical disasters

The Chemical Safety Board comes in companies after there has been a catastrophe, a large explosion through a chemical release in situations in which workers, neighbors or first aiders are killed, and a cause examination carries out.

The Chemical Safety Board has no assertiveness. It cannot issue fines. Nobody goes to prison because of their results. It really tries to get down and what happened? Why did that happen? And how can we make sure it never happens again?
