New energy legislation makes Illinois a national leader in addressing rising energy costs and modernizing infrastructure

SPRINGFIELD, IL – Ceres commends Illinois lawmakers for passing the Clean and Reliable Grid Affordability (CRGA) Act, a nation-leading law to reduce electricity costs, modernize infrastructure and position Illinois to compete for business and investment.

“The Clean and Reliable Grid Affordability Act is one of the most significant energy bills passed in 2025,” he said Kelly Trombley, senior director of state policy at Ceres. “CRGA provides a clear roadmap to modernize infrastructure and reduce costs by facilitating the deployment of clean energy. Solar and wind energy, as well as battery storage to sustain that energy, are currently the lowest-cost and fastest-to-build energy sources. Ceres applauds Illinois' leadership in addressing the current energy and affordability challenges facing households and businesses.”

CRGA passed the General Assembly with a constitutional majority, demonstrating the broad bipartisan popularity of the legislation's far-reaching, holistic and pragmatic approach to energy affordability. CRGA includes measures such as:

  • New requirements for utilities to consider upgrades to existing infrastructure that will enable more efficient operations and deliver more electricity without having to build expensive new power lines;

Ceres sent one earlier this week letter to leaders of the Illinois General Assembly, signed by major companies operating in Illinois in support of passage of the CRGA. Companies including Akamai Technologies, dsm-Firmenich, HA Sustainable Infrastructure (HASI), Leopardo Construction, Leopardo Energy, Rivian, And Sealedwrote, “CRGA provides the tools needed to ensure Illinois’ energy system is competitive, reliable, and consistent with companies’ plans to innovate and invest in smart technologies.”
