PAHA IHBG NEW HOME CONSTRUCTION PROJECT REQUEST FOR PROPOSAL The Pueblo of Acoma Housing Authority (PAHA) is soliciting sealed proposals for design-build services using Indian Housing Block Grant (IHBG) funds. Scope of Work Proposal Packages The Pueblo of Acoma Housing Authority (PAHA) is seeking qualified, responsive and responsible design-build contractors licensed to do business in the State of New Mexico for the construction of infrastructure, design and construction of new single-family homes with three , four and five bedrooms. All interested design-build contractors are requested to submit a proposal in accordance with the instructions and specifications in the bid package for the construction of infrastructure, design and construction of the single-family homes. The scope of work, instructions to bidders, contract documents, specifications and locations are included in the bid package. Offer packages will be available at the PAHA Development Office from Tuesday, January 28, 2025, between 8:00 a.m. and 4:30 p.m. Offer packages MUST be picked up and signed in person. Calls requesting information about promotional packages will NOT be accepted. Preliminary Meeting and Walkthrough A Mandatory Preliminary Meeting and Walkthrough will be held on Tuesday, February 11, 2025, at 10:00 a.m. local time in the PAHA Conference Room at 6A Sunrise Rd., Acoma, New Mexico 87034. The Mandatory Preliminary Meeting will be followed by a Mandatory On-site inspection takes place. Participation in both the preliminary meeting and the site visit is mandatory. Sealed response time for suggestions. Proposals will be accepted by a single design-build contractor. Proposals must be on a flat-rate basis and include all design and document submission requirements. Proposals must be addressed to the PAHA Development Office in a sealed envelope and clearly marked “PAHA-RFP IHBG NEW HOME CONSTRUCTION PROJECT.” Sealed proposals will be accepted in person at the PAHA Development Office no later than 4:00 p.m. on February 25, 2025. Proposals may also be sent by certified mail to PAHA at PO Box 620, Acoma, NM 87034, attention to PAHA Development Office and Application must be received no later than February 25, 2025, 4:00 p.m. Late submissions will not be accepted. Offer Guarantee A tender guarantee in the form of a certified check or bank draft payable to the Pueblo of Acoma Housing Authority, an irrevocable letter of credit, a U.S. Government bond, or a satisfactory tender guarantee secured by acceptable sureties in the amount of five For each proposal, one percent (5%) of Submit proposal amount. Assurance of Completion The successful tenderer will be required to provide and pay satisfactory performance and payment security in accordance with Section 9 of the Construction Services Contract (100% performance and payment guarantee or other alternative). Indian Preference Awards based on pricing and fixed specifications are offered to Indian-owned companies if they are within the appropriate percentage of the “X” factor plan. The contract will be awarded to the source with the lowest bid if no corresponding bids have been identified from a qualified Indian company or organization meeting the above requirements. Prospective Indian bidders must submit sufficient evidence to demonstrate their qualifications as an Indian organization or an Indian-owned business entity in accordance with Section 12 of the Instructions to Bidders (Form HUD-5369). To claim the Indian Preference, submission of a complete Indian Business Qualification Statement is required. Davis Bacon's wage rates apply as set forth in the Terms and Conditions (page 15 of 19 on Form HUD-5370). License Insurance The design-build contractor must hold a valid license in the State of New Mexico and carry $1 million in general commercial liability insurance as specified in the general terms and conditions, workers' compensation and automobile liability insurance. The Pueblo of Acoma Housing Authority reserves the right to reject any proposal and to waive any informality in proposals if it is in the best interest of PAHA.
