A building in Hong Kong where concrete collapsed did not comply with the 2020 notice
The owners of an apartment block in Hong Kong were affected by falling pieces of concrete injured an elderly man had failed to comply with a mandatory building and window inspection notice issued in 2020, according to development authorities.

In a social media post on Saturday evening, the development office also vowed to enforce the law against owners who failed to maintain their buildings, with relevant legislation already under review to include a new violation that carries a maximum penalty of one year could attract prison and a fine of HK$300,000 (US$38,560).

“The Building Department issued a mandatory building inspection and window inspection for this building in 2020, but this has not yet been complied with,” the office said.

“The timely maintenance and repair of private buildings is the basic responsibility of the property owners.”

Police said on Saturday that officers were alerted at 6.13pm the previous evening that a 79-year-old man had been hit by pieces of concrete that fell from the building at 76 Percival Street in the busy Causeway Bay shopping district .

The elderly man was taken to Ruttonjee Hospital in Wan Chai and was still there on Saturday evening.

Police's initial investigation revealed that a piece of concrete measuring approximately 2.1 by 0.2 meters (6.9 feet by 0.7 feet) was believed to have broken off from one of the building's beams.
