The Chattogram Water Supply and Sewerage Authority (Wasa) has carried out a project TK2.797 Crore to bring the residents of the Kattali area to the central channel system to cover three LAKH population by 2035 and 15 LAKH by 2070.

Officials say in 2017 a master plan for the Chatogram's central wastewater system, which divided the city into six zones. The “North Kattali Catchment Sanitation Project” is the third initiative as part of this plan.

The project was on February 2 at a meeting of the Executive Committee of the National Economic Council (ECNEC) under the chairmanship of the chief advisor Dr. Muhammad Yunus approved with a implementation schedule from January 2025 to December 2029.

According to the project documents, a treatment plant of 50,000 cubic meters per day is being built in the location of the first sewerage project in Halishahar. To connect users to the system, the plan includes 98 km of wastewater pipes and 8,100 household connections.

In addition, 797 institutions-including hygienic latrines, municipal sewage pits, public toilets and decentralized wastewater system-in slum areas of the catchment area in Nordkattali are built or renovated, as part of the sanitary facilities and the faecal sludge.

The French Development Agency (AfD) TK 1,872 billion TK will offer the overall project costs for credit support. The remaining funds result from the government of the TK362 Crore, a government loan from TK543 Crore and 20 billion TK from Chatogram Wasa's own fund.

Maksud Alam, the chief engineer of Chatogram Wasa, said to TBS: “The main infrastructure of the project will be based on Wasa's own country in Halisharhar, so they work within a year.

IImplementation of the master plan

According to Chatogram -Wasa sources, the Chatogram creates almost 40 crore liter wastewater every day, which flows into the rivers Karnaphul and Halda through drains and channels. Due to the tides, this waste water ultimately ends up in the Bay of Bengal.

Every day, 539 cubic meters collect fecal sludge in sewage pits, 15 cubic meters of which are treated by the Chattogram City Corporation (CCC) and 20 cubic meters from DSK, a non -governmental organization (NGO). The remaining waste ends up in rivers and the sea.

As part of the Chatogram Wasa's sanitary and drainage master plan, the city is divided into six catchment areas with the aim of bringing 89 LAKH population under the reporting.

In order to implement the master plan, six catchment areas were brought below five separate projects. Three projects that cover four regions have already been approved, while the remaining two projects are in the pipeline.

According to the plan recommendations, the work for the first catchment area began in 2018 with estimated costs of 3,800 billion TK. The first wastewater treatment plant is set up to 163 acres of land in Halisharhar by Chatogram Wasa.

After the joint financing by the government of Bangladesh and Wasa, the 20 Lakh sewage system will cover in the city. The project should be completed by June 2026. This is the first Wasa Wasa waste water project since it was founded in 1963.

Although Wasa extends the project period twice, it has not yet completed the work. Currently only 60% of the project has been completed, with the costs of 3,800 billion TK rising to 4,400 billion TK.

The second sewage project entitled “Chattogram Sewerage System IMPROVEMENT Project (Catchment Mental-2 & 4)) was approved on November 25th last year. The project aims to use the residents of Kalurghat and Bakolia under a central sewage system with a budget of 5.152 To bring 56 billion TK.

As part of this project, a treatment plant with a daily capacity of 60,000 cubic meters together with 11 km main channel lines, 70 km of service lines, 932 manhol, 70 km industries -and 14,000 household connections and 14,000 household connections 14,000 catch.

The South Korean Economic Development Cooperation Fund (EDCF) has completed a feasibility study to finance the Fatehabad Catchment (STP-3) project (STP-3), the estimated costs of 3,360 billion TK. After the implementation, the project will have 60 million liters Treat wastewater per day, which benefits around 30 Lakh in Chattogram City and Hathazari Upazila.

In the meantime, the Marubeni Corporation from Japan has been interested in the implementation of the PPP model (PPPP) for public-private partnership (PPP). The project, which costs an estimated 9,897 billion TK, will have a daily wastewater treatment capacity of 50 million liters that covers around 1.15 million people.

The last two projects are currently being checked by the planning commission and other government committees.

The chief engineer of Chatogram Wasa, Maksud Alam, said: “In order to protect the rivers Karnaphuli and Halda, all areas have to get under a proper wastewater system. The work must be achieved in order to achieve this goal.”
