In December 2024, work on the fiscal year 2022-funded Transient Training Troop Barracks Project, also known as the South Barracks Project, made steady progress and was more than 60 percent complete at the end of the month.

Contractor BlindermanPower (Construction) is now about 62 percent complete on the structure, said Ken Green of the U.S. Army Corps of Engineers Resident Office at Fort McCoy in his Dec. 20 update on the project, the last update for 2024.

In his update, Green said the contractor continued a variety of construction work.

“Rough-in mechanical, electrical and plumbing work continued,” Green wrote in the update. “Electrical pulling of wires (and) interior steel studwork continued. The rocking of the inner panel continued. Interior blocking continued. Interior soundproofing continued. The interior work continued, (and) the painting continued.”

Green also wrote that latrine tiling preparations continued, mechanical foundation work continued, exterior caulking continued, and work began on the downspouts and ceiling grate.

BlindermanPower (Construction) was awarded the contract to build the facility in June 2023 for just over $28 million. In previous news articles, the statement of work for the project stated that the contractor would construct the building as a “permanent structure with reinforced concrete foundations”; concrete floor slabs; structural steel frame; steel bolt filling; masonry veneer walls; prefabricated metal standing seam roofs; Heating, ventilation and air conditioning options; Sanitary; mechanical systems; and electrical systems. Supporting facilities include land clearing, concrete paving of sidewalks, general site improvements and utility connections.”

During the month of December, the contractor had to deal with freezing temperatures, multiple snowstorms, and more.

Green also previously stated that the building will be constructed with the latest construction materials and will have state-of-the-art physical security and energy saving measures. The South Barracks Project is the third major barracks to be built on Fort McCoy in the last five years.

It is part of the ongoing redevelopment of the 1600 block of the facility's neighborhood, improving the quality of life on the post for decades to come and serving as a foundation for redevelopment in the future, officials said.

At the beginning of September, the project was 35 percent complete, Green said, and is now 30 percent further along.

“The current contract closing date is October 2, 2025,” Green also wrote.

Construction like this also plays an important role in the facility's economic impact in the communities near Fort McCoy.

Looking back over the past five years, Fort McCoy's economic impact on the local economy has been at least $1 billion each year. In fiscal year 2019 it was $1.18 billion and by fiscal year 2023 it was $1.38 billion.

In July 2023, Fort McCoy leaders spoke about the importance of the installation's economic impact at the Wisconsin Government Opportunities Business Conference, held on-site.

It was outlined that the facility's large training space and facilities provide training opportunities for many units coming into post, which also has an economic impact. New buildings were also discussed.

They noted that Fort McCoy has 48,000 acres of training land and 3,000 acres of cantonment land. How important this is means that Arny is putting a lot of money into the installation, for example millions in new buildings.
