The commissioners of North Wilkesboro took measures to start building a new pool and other long -discussed important improvements in Smoot Park in a special meeting on Monday evening.
The commissioners approved a guaranteed maximum price package that describes a work of 6 million US dollars in Smoot Park, whereby the construction work is to begin in June. The pool will be closed for the construction this summer and the new pool is to be completed in May 2026.
North Wilkesboro has 3.8 million US dollars in state grants for work, with the rest of the city's unreserved fund. The city must spend $ 3 million of it by July 2026.
Scott Whelchel, a project manager at Wharton-Smith Inc., based in Charlotte, told the city administration on Monday evening that the availability of contractors due to the recovery work in the course of the tropical storm Helene led to higher offers for the various aspects of the Smoot Park project.
Whelchel also said that the approval of the guaranteed maximum price package is now restricting the costs instead of paying even more later.
As a design building worker for the project, Wharton-Smith monitors the work of subcontractors. The commissioners approved a contract with WharTon-Smith as a design building worker and design plans for the work in 2024.
The new pool, which is to be built instead of the current pool, has a gradual, ada-compliant input (as “Zero Entry” or “Beach input”), a cork crew water slide and various water features in an adjacent splash pad and in the pool. The costs for the new swimming pool are listed as 1.49 million US dollars alone.
The work includes important upgrades of the adjacent pool house, including a new lobby, new lockers, changes to the compliance of the ADA and other renovation work.
In addition to the pool, a new pool deck, a building for pool equipment and new fences around the pool and the bathhouse there is an open structure for shadows for shadows. In contrast to the current pool, the new pool has no diving.
An addition to the rear of the open pavilion east of the pool includes toilets. There will be several improvements that help people reach the nearby Yadkin River with kayaks and other boats. The project also includes upgrades for parking spaces and extensions and connection of hiking path.
An area near the river, which was once used for tennis courts and later for basketball, will initially be grass fields with several reasons for use. The city achieved the basketball destinations there and scored B basketball doors on part of the tennis courts in the memorial park.
An extended skate park instead of the current Smoot Park skate park is pursued as a separate project. The initial design costs were estimated at $ 7,500.
Michael Parsons, board member Michael Parsons, said that he wanted to praise the staff of the city for working with Wharton-Smith in order to receive the best possible offers from subcontractors who submitted offers for various aspects of work.
“This will be a real crown jewel,” said Parsons.
Also on Monday evening, the commissioners approved the naming of Sarah Davis, the incumbent city clerk instead of Dylan Blankley, who was appointed interim city manager after Holly Minton resigned at the meeting of the board of directors on April 21. Davis used to work in the city planning department.
Commissioner Otis Church was not present on Monday evening because he was not in the city. Otherwise, the applications for the approval of the guaranteed maximum price package for the work at Smoot Park and the naming of Davis, the incumbent city clerk, were unanimously approved.
No efforts to search for a new city manager were given.
