Journalists investigated who is making money from reconstruction in the Odessa region :: Intention :: Ukrainian media :: Intention

The Center for Public Investigation made a film about the restoration of facilities damaged by Russian attacks in the Odessa and Mykolaiv regions, and according to journalists, some procurements were not without fraud.

The journalists made an investigative film on this topic and analyzed which contractors are carrying out reconstruction work in the Odessa and Mykolaiv regions. The CPR suspected that some work may have been carried out poorly and at inflated prices.

The CPR analysts noted that in the first year of the all-out war in the Odessa region, almost no funds were allocated for reconstruction – from February to December 2022, 224 lots were announced with a total value of about UAH 123 million. Furniture accounted for 15% of the procurement volume. The most expensive lot in 2022 was a secret purchase for UAH 80 million. The funds for this procurement went to Avtostrada, a company from the Vinnytsia group of entrepreneurs Maksym Shkil.

In 2023, the Infrastructure Restoration and Development Service in Odessa Oblast announced 164 procurements with an expected value of UAH 8.19 billion. The two most expensive procurements of 2023 were two secret construction projects worth a total of five billion hryvnias. Both contracts were concluded without a public tender. The contractor for this work was Rostdorstroy, a company of Yuriy Shumakhera deputy of the Odessa City Council from the mayoral party “Trust the Deeds”, and Automagistral-Pivden LLC, which also often receives budget contracts. We believe that the work may be related to the construction of defense facilities in the Odessa region or the laying of a new power line From goalkeepersaid the head of the Odessa regional state administration.

By 11 months of 2024, 148 procurements with an expected value of UAH 7.95 billion have already been announced in the Odessa region. By the end of the year, this value should be close to the previous year's value. This year, the salvage service also spent money on construction, and another 11.49% of procurement was on oil products, fuel and electricity. The largest procurement so far in 2024 involved remnants of works worth almost UAH 1.5 billion. The contract was awarded to Rostdorstroy LLC without an open tender. The object itself is not disclosed. Automagistral-Pivden also received two purchases worth one billion each for the remaining work this year.
