Mayor Adams appoints Kim L. Yu as director of the mayor for contract services and City Chief Pro

NEW YORK – The Mayor of New York City, Eric Adams, announced today the appointment of Kim L. Yu as the next director of the office for contract services (MOCS) and the City Chief Procurement Officer. The incoming director YU will continue to work on the provision of accountable, efficient and transparent government and the team that offers political and operational advice and technical support for urban authorities while managing daily procurement activities. Mayor Adams also announced that Yexenia Markland will be promoted to the first deputy director, and John K. Katsorhis will join the New York compatroller office as deputy chief procurement officer of the Adams Administration.

About Kim L. Yu

Kim L. Yu is an experienced executive of the public sector with a success story that drives the operational excellence and reform in the entire New York government. She is currently the first deputy director at Mocs, where she led strategic initiatives to modernize procurement and to improve service provision in the whole city.

Previously, Yu held important leadership roles in the compatroller in the New York office and acted as an office and legal advisor of the Bureau of Contract Administration. In this role, she supervised critical aspects of the city's contract supervision and advanced initiatives to improve the accountability and transparency. She was also a deputy General Counsel at the New York Ministry of Transport.

Yu started her career as a legal deputy and lawyer among the overarching courts of Massachusetts and New Jersey. She has a JD from the New England School of Law and a BA from St. John's University. About Yexenia Markland Yexenia Markland is currently Chief Change Officer at Mocs, where she led transformation initiatives to the city authorities. Their specialist knowledge in organizational change management has made government companies, non-profit providers, companies in minority and women's ownership and institutions for navigation through complex system changes and at the same time maintained strategic orientation and operational continuity.

Before he came to MOCS, he differed as a deputy commissioner for planning, program integration and evaluation in the New York Department of Youth and Community Development (DYCD), where her leadership leads to pioneering solutions that expanded the access of the community to vital services and in the successful implementation of the DYCD -Bahn -breaking first online application system culminated. Markland brings an abundance of community experiences into their public service. It was significantly involved in strengthening the capacities for numerous community -based organizations and entrepreneurs, helping them build up robust business relationships and improve their strategies for commitment in the community.

Before entering the public service, Markland set up a respected career as an educator, youth organizer and passionate lawyer for educational authorization. Markland has a BA in Operations Management from Baruch College, an MS in general and special education from Touro College and an MBA in media management and communication from the metropolitan of New York.

About John K. Katsorhis

John K. Katsorhis is an experienced professionally for the New York procurement, who is committed to the timely delivery of goods and services and at the same time captures the highest standards for New Yorkers. Most recently, Katsorhis worked as a Chief Contracting Officer of the agency (Acco) in the New York City Compotroller office, where he directed efforts to modernize and tighten procurement and payment processes.

Throughout his career, Katsorhis was a key role in several city authorities, including Acco in the New York office for technology and innovation, deputy accco at the New York department for city -wide administrative services and director of professional contracts in the New Yorker Department of Design and Construction – any position that contributes to his broad experts, to his general expert contribute.
Katsorhis began his public service in the mayor's surgical office, where he worked on special projects in various city authorities and contributed to the management report, which the mayor has followed.
Katsorhis has a BA in government and politics with a minor in the public administration of St. John's University.
