Manila, Philippines – On Tuesday, a contractor told the Senate Blue Ribbon committee that the offer of flood protection projects by the Ministry for Public Work and Automes (DPWH) has been manipulated by politicians and civil servants for a long time. Pacifico “Curlee” Diskaya II, who said under oath, described what he referred to as “systematic fraud”, with which projects could be sold to preferred bidders before the official process started.
